well, my dad has a moped and he has a regular drivers liscence, but i dont think you need one to ride a moped. but i guess it depends on the city or state you live in, i live in new york and i know that in new york you dont need one to drive a moped.

Depends where you are.  I know where I live (in Florida) you don't even need a license, just need to be 16.

yes in any state as long as the scooter is 50 cc or less you can drive it without any special endorsement if you have a full drivers license

It depends on your local laws.  In the State of Washington, for instance, you can drive a moped with a displacement of 50 cc or less with a plain drivers license.  Anything over 50 cc requires a motorcycle endorsement.
