Can you drive in NY with a new york learners permit if you are 17 years old with a person over 21 with you?

I heard that they recently changed the law and wanted to make sure.

Yes.  As long as the person in the car with you is at least 21 yr. old and is a licensed driver, you are able to drive.  However, depending on where in NY you live, there are county laws which may prohibit you from driving on the Highways/Parkways, after dark, etc.  You are not able to drive in the city until you are 18 yrs. old and a fully licensed driver.
