Can you enter Italy with a no-fee passport and no visa?

Okay, My husband is already over in Italy, and I have my No-fee Passport, but to get an Italian Visa I have to have an original from the command sponsorship. Which will take like 3 weeks to get to me once he gets it.

I know for Italy you can stay upto 90 days without being required to have a visa.So I was wondering...Can you enter Italy with a No-fee passport with out an Italian visa IF I am staying less than the 90 days??
