Can you erase undereye bags in a picture?

Okay, I have this pic i want to post on myspace because its cute.

But I have really bad dark circles under my eyes, especially in this pic.

Is there a website I can edit the picture at?

Can anyone do it for me?

I dont have photoshop && im broke so i dont plan on getting it.

The program Gimp is free and does basically what Photoshop does. It takes talent to make the changes.
