  1. # NFL rules regarding the pre-draft period of the off-season include ranking draft picks, evaluating collegiate players and signing free agents. New rules for the 2010 NFL season have lifted the salary cap and placed new restrictions on playoff teams from 2009, presenting new challenges for elite clubs to remain on top.
    The Scouting Combine
    # The NFL Scouting Combine is a week-long event where over 300 collegiate level players showcase skills for NFL scouts and teams. Attendance at the Combine is by invitation only, though players that do not attend are still draft eligible. Players must complete skill tests, psych evaluations, NFLPA meetings, medical tests including x-rays, interviews with the media, timed speed trials and interviews with interested NFL teams. Players are only allowed to be present at the Scouting Combine for the four-day assigned time slot and once completed must leave the grounds.
    The Final Eight Rule
    # The 2010 NFL off-season has new rules in place for the "final eight" teams remaining from last season's playoffs. These teams are restricted in the number of free agents that may be signed during the pre-draft period of free agency. According to the website for NFL Labor, the top eight teams from last year's season may sign only one unrestricted free agent to a contract valued at over $5,807,475 in the first year and any number of free agents to a contract less than $3,861,823 in the first year. Should any of the final eight team's existing free agents sign with other clubs, the number of free agents these teams may sign increases by the number of free agents lost. The top four teams in the league from the 2009 season may only sign unrestricted free agents during pre-draft free agency if the team loses free agents to another team.
    Signing Draft Picks
    # Before heading into the draft, teams may not make contract offers to players that are believed to be available when the team comes up to pick. The only team that is free to make contract offers to any collegiate players entering the draft is the team with the #1 overall pick. This is allowed so that the team with the most valuable and lucrative pick in the draft can gauge a player's willingness to sign with them. A scenario like this played out in 2006 NFL Draft when the Houston Texans opted to take Mario Williams over Reggie Bush because of the higher probability of signing Williams without a contract holdout.
