.   THis is the intersection of religion and government.  The 10 Commandments are codified into law.  Where does Justice end and Morality begin.

Having a moral society is the goal.  Justice is a means to achieving that goal.  To achieve the partial goal of justice, the law is the means of trying to achieve justice.  None work perfectly as none are well defined.
