Its a way to say u are civilized because of what is written.Implying u have morals and only killed the native Americans. Because they were savages. U can also justify slavery because blacks are below the human level.

The purpose of government is to ensure justice in society.

We need government because God kicked the human race out of the Garden of Eden and told us all to never come back. As James Madison said, "If men were angels, there would be no need for government, ....."
