  1. seems to me that this statement is trying to give primacy / importance to the learner, shifting focus from the teacher.

in classic/traditional systems, teacher & teaching was dominant. here it is firstly, a Joint endeavour, an interactive experience, not merely a pedagogic exercise.

secondly, it gives importance to what both the learner & teacher have brought into the situation - ie, past knowledge, experience, skills, aptitude, attitude, etc. So when teaching-learning takes place, for it to be fruitful, there should be a congruence/ a unity between the variables. otherwise it'd be like "talking in thin air", etc.

and thirdly, these variables are more important in case of the learner - the teahcer should attempt to conform & structure his/her teaching within the learner's "frame of reference" ie. within the learner's parameters so that the latter can derive maximum benefit from the educative experience. [what we'd say in blunt terms "at the level of the child/learner" .

the teacher can't just walk in & start talking. s/he has to bring out the abilities of the child, adjust her/his lesson & activities accordingly, trust & take the learner into the equation as an 'equal', gradually BUILD on knowledge [not just 'impart' knowledge] ....

    hope this helps....
