Can you fail a road test if hitting the curb?

this is the second time i took my test. the first time i failed because of parallel parking the second time not even 2 sec. i failed because i hit the curb slightly while trying to turn. was the instructor right of failing me?

It will depend on where you live, the curb in many states is not considered a car and in Texas it is better to hit or bump the curb rather than hitting or bumping the parking cone.
