How many integers from 1 to 25 can be written with three nines?

Example: 2 = (9+9)/9

9 = 9-9+9

10 = 99/9

Only three nines can be used and the operations of +, -, x, /, !, decimal points, powers, parentheses, square roots.

** Numbers like 9.9 and 99 count as TWO nines.
