No you can not.  You can not file any type of legal papers against someone UNLESS YOU HAVE THEIR ADDRESS.  With no address it is a total waste of time because they will never be able to serve this person.  If he/she is an illegal alien call the Department of Immigration and Naturalization.  They will find the person you can bet on that.

  6. Sure you can. You can also join the soon to be class action suit against the state for failing to enforce federal immigration laws.

Theoretically you could, but you need to have personal service on the person in order for the restraining order to be effective.  It is difficult to serve that person if you have no address.  It might be effective if you could get a sheriff's deputy to hand the guy the order if he knew where he would be at a given place and time.
