If you're law enforcement, you call it in and ask for a 10-28.  If you're a towing company with actual possession of the car, you fill out a form and pay, and they give you the information so you can notify the owner you have their car.  If you're an insurance company, again you pay and fill out a form and get the information.  If you don't fit any of those categories, you don't get it.  Federal law.

if a cop didn't see them driving recklessly then nothing can happen. just drop it. nobody would punish them b/c someone saw them do something. u need proof to win a case.
