Can you find someone's adress through paypal?

if the seller from ebay never sent item and i paid through paypal. i know paypal can refund but can paypal give me theyre address

Yes and No. Paypal will NEVER release information pertaining to a account that is not yours. This is the law. However on most transaction you can click the details link next to the sent transaction to yield more information. Sometimes there is a address or customer service phone number.
