Can you fish in a storm drain?

Question

Birds bring fish eggs on there feet which allow fish to enter new bodies of water but in a storm drain would there be fish. For those of you that dont know what it is its a big pond that flows out when the water gets to high. Thanks for helping. I DON"T WANT TO KNOW THE LAW I WANT TO KNOW IF YOU THINK THERE WOULD BE FISH IN IT AND IF SO WHAT SOUTH WESTERN ONTARIO HERE!

you can fish in your bathtub, too, but that doesn't mean you'll catch anything
