Provided you have a microphone on the laptop you can use Skype. If you want to have a standard phone number so people can make incoming calls then I recommend the Vonage V-Phone(http://www.vonage.com/device.php?type=VP... In either case I'd suggest you use an external headset/microphone as the built in ones on laptops are not great for phone calls and the other end will have difficulty hearing you if you just use the laptop built in microphone.

I have skype,vonage and Qwest VoIP

Extremely portable.  I assume you want for the LT so you can take it with?

There are many VoIp services that work from your laptop.

It is just a matter of having a softphone installed on the PC.

I use services like Skype, CallCentric, InPhonex, Gizmo5, Efonica, PcCall, from my PC with just a headset and microphone.

D-Link and Linksys have USB phone adapters for Skype that allows a regular telephone to plug into your PC.  MagicJack also has a USB phone adapter that plugs into your PC.
