I'm going to assume that you are in Australia where they would be available. Under the NSW licensing system the common and the black can be kept with a class 2 license. Check the allowed species list for your state but they would all require the more advanced license.

I had a aunt that said you have to lease them, she had two, a Siberian and a white. she would to keep for 8yrs and had to report any breeding attempts, of course you have to live out of town, huge cage for them, like real big like a zoo would have. and have all the proper papers and know where to go. she got hers though a program for rehabilitating
