  2. Alimony has nothing to do with the application for a passport because it can be issued even if you have one.

  3. no, you may not depending on the amount you owe, if you owe back child support, and it had been reported, by the one not receiving child support,you will not be able to leave the country.

    it is to reinforce child support law.
