  1. I did in Atlanta, GA when I moved here, so I would assume you could in Austin because Atlanta is a bigger city than Austin.  Just go to the local DMV and do it in person.


  2. No.. you get a peice of paper.. and the Texas id comes a couple of weeks later in the mail.
