  3. If you mean cite and release, it depends on the nature of the warrant.  For something like a traffic offense, probably, but for other items not always so much. It also depends on your local codes.

    The condition of how the warrant was issued matters as well.  If you can make a reasonable claim you were not aware of the initial charge and court date, you can often get the warrant dispelled.  Judges are very skeptical of this however, and the fact that you did not appear and the warrant was issued is already strike 1.
