It would be nice if cost was like that but you are not buying a child you are going through the paper process and the government will always try to get as much money from you as possible.. Adoption is an act of love for a child and it doesn't happen for a "two for one deal"... Good luck and if you find a way around the government share how you did it..

Well you can adopt a siblings group.

In Brazil one can adopt sibling groups, one can also adopt sevearl children who are not siblings but are in the same orphanage.
