  1. From a court of justice? No, only from an insurance company like Churchill, Norwich Union and many others.

    What you need is a British address, driving licence (British one or from any country of the European Union, they have equall legal status - it can be French, German, Polish, Slovak, Swdish etc. but you should mention this when talking to a representative, they can't charge you more for not having a British licence). If you have previous record of insurance, say a letter from your previous insurance company stating that you didn't have any claim in the past few years, it will help you to get lower premium.


  2. There is an alternative in the road traffic act (U.K.) which allows one to lodge a certain amount of money with some government agency in lieu of insurance.   I can't remember the precise figure, but it's a huge amount though (well into five figures), so not an option that most normal people would take.
