  1. Only if your ISP will support "naked" or "dry" DSL.

    Contact your ISP and ask them if they allow this.


  2. Yes, you can.  It is called "dry loop DSL" or "naked DSL".

    It is just the unbundling of PSTN phone service from the DSL Internet service (which share the same line).

    Ask the local phone company if they will provide dry loop/naked DSL to your residence.

    Or, search for DSL Internet ISP's that will provide dry loop service to your residence.

    The local phone company is now required by law to allow competitors to supply your DSL.  It is just a matter of who the providers are in your area you live.
