  1. No. They are only sent to US addresses.

    It's not clear why you think that the US government should subsidize converters in Canada.

    I'm not aware of the Canadian government having any plans to subsidize converter boxes in Canada but perhaps you  should take this up with them.

    The analog shutoff date in Canada is 8/31/2011.
