That would be a druggie's dreamland. You could buy thousands of sheets for just a few dollars. Ruin your own life with the change you find on the ground!

The answer, I am sure, is no- at least no such manner has been found, otherwise, as I am sure you can imagine, paper-puffing would be a quite prevalent social problem.

However, if you wish, you can use paper to cause similar results. Burn a large ammount of it in a make-shift stove and use a large pipe to inhale the smoke. The lack of oxygen to your brain and unatural ammount of contaminated air inhaled will cause some interesting- though not necessarily desireable effects.

You cannot get high from paper.

No. Paper is made of wood pulp, a little bleach to make it white which washes out with the water, and water. None of those things will make you high.
