  1. No.  A dorm is not a permanent housing situation.  And it is possible to live in a state (not in a dorm) and still not be able to count your time in that state to count towards residency.

  2. No, you get in-state residency by being an in state resident. Some states make you live there 6 months to be a resident, some a year. All are different and you need to check with your school.

  3. No, but I would highly suggest getting your own apartment off-campus.  I lived in dorms my first year and couldn't take it anymore, so I moved off campus into a studio apartment and paid LESS than half of what I paid to live in the dorm!!!

Living in any off-campus residency qualifies you for in-state residence.  In Ohio it's 12 months of living at an address to qualify as an Ohio resident.  It's probably something similar for Alabama.

  4. No.  The business office or bursar's office at USA can tell you exactly what you need to do to become an Alabama resident...laws vary by state.  You might also check to see if out-of-state students are ever able to pay in-state tuition.

The University of Louisiana at Lafayette and some other schools have scholarships or waivers allowing some out-of-staters to pay in-state tuition.  To get an idea of what these programs are like, visit http://admissions.louisiana.edu/scholars... .
