i believe they are seasonal at the actual starbucks, but i have seen the starbucks brand bottled drink at supermarkets...

Yes! You just have to ask for a latte with peppermint syrup. They'll probably know what you're asking for if you ask for the peppermint latte and they should be able to make it, since they have the ingredients year-round.

All it is is a regular latte with peppermint syrup pumps, you probably won't be able to get the fancy sprinkles and everything but it will be the same. They'll serve it to you, I don't see why they wouldn't.
