  2. The capacitors in electronic devices holds the electric charges for a longer time even after switched off. But the shock will be for a movement. Better find the way to discharge the current available in the circuit before touching it.

  4. Yes, especially in modern electronic devices.  The safest way to get rid of residual charges in capacitors and other things is to unplug the device and then, still unplugged, turn it on.  This does not give an absolute guarantee there is no electricity 'floating' around but it lessens it.

    Also things that have built in batteries (laptops for example) can have a fairly long lasting charge in them.  SO be careful.

  5. It really depends on what you mean by shocked. I mean you can rub your feet on carpet and create static electricity and shock someone. Also, batteries can shock you, and when the power goes out there is no guarantee that the piece does not have a back up storing the power. Like my phone has a 6 hour battery for when the power goes out. The best idea is to not s***w with things that can cause you harm.
