Of course you can, but you have to bring your parent with you and they have to sign a consent form.

In the US you have to either be 18+ or have parental consent, which means you guardian would have to come in with you and bring you birth certificate.

In Canada, I'm pretty sure you still only have to be 16.

I'm 16, and really want it done too. My mom wouldn't take me, so i tried doing it myself. BAD IDEA! Although I didnt't get any infections and it wasn't all that painful, it was pointless. You need a hollow needle or you will never get the ring to fit. Now all i have is a scar ]=

yeah, there's shops that will let you get it done without a parent when youre 16. just be wise because these places arent always very reputable. dont settle for a crappy tattoo parlor just because youre too lazy to drive around and try to find a nicer place. honestly, some of those shops dont sterilize their actual jewelry, and they grab it right out of the display case with their bare hands (ew. you deff wouldnt want that inside you)

Depends on the laws in your state...in New York a parent is required to go with you to give permission.  The place you go to get pierced will be able to tell you.
