Idiots come in all age groups.  So most likely, if you want a drivers license, it would be wise to take the  drivers ed course.  It is just faster that way to get thru the first time.

yes you can.

But you will stilll need to pay the 28 dollars when you take your test, and you will still have to hold your permit for 6 months before you get your license
