Actually Machiavelli was merely a reporter of history.

The tactics on which he reported were those of the rulers throughout history up to his time of which he was familiar.

Hugo Chavez uses Machiavellian tactics.  The best example was Saddam Hussein, but we hung him.  Saddam executed every general or minister who looked to have the ability or ambition to cause him a problem.  Simple competence was a death sentence for higher level government officials for a long time in Iraq.  None of his subjects loved him, but they sure as h**l feared him.  Saddam was Machiavellian to the core.

Stalin was also Machiavellian, although he was also totally insane.  Kruschev once said that any conversation with Stalin was a possible death sentence.
