What do you expect from a blog dedicated to culture and art? What makes it attractive to you, what makes you to click and read it? Could you maybe look at http://culturexy.blogspot.com and tell me, if this can fit in your expectations?

Instead of a lot of text and then a lot of pictures, mix it up.  Have a picture and then a few sentences about the picture, etc.  You should make sure to have random whimsical cultural things, which can be attractive to some.
