George W Bush. His government is the only one in the whole world sending troops overseas to invade foreign countries. Even when the Constitution of his country explicitly prevents him from doing so. His ignorance and disregard for the Constitution allows him to violate civil rights of the population, impose imprisonment without a trial, arbitrary fines and penalties, seizure of assets without a court order, control check points all around the country, illegal surveillance, regulations over private issues, restrictions to personal liberties, etc.

I rather get shot by a third world dictator than kneel in front of a first world one. But, hey, it's your choice.

Al-Bashir, the president of Sudan, for the Darfur genocide. Still in power because he has the backing of the government, and the predominately (I believe) Arab north. He is presently under threat of indictment from the International Criminal Court, but the Court has yet to decide whether or not to issue a warrant for his arrest. He may be persuaded by the Arab League to prosecute Janjaweed militia leaders and others responsible for the tragedy in Darfur.

Kim Jong-Il - Seems to have little sympathy for his people's continued suffering and malnutrition caused by N Korea's long isolation from the world.

Than Shwe - Myanmar's ruling general. The junta in Myanmar has never shied away from using brutal military force to suppress any dissent, and carries out a possible genocide against Karen ethnic minorities. The junta remains in power because it has absolutely no qualms about doing anything to crush opposition. It has had diplomatic support from China to guard it from most UN intervention.
