Vang Vieng is on a river, but it's not the Mekong.  We took a minivan one direction and a large bus the other when traveling between Vang Vieng and Luang Prabang.  It's 6-10$ USD and takes 4-6 hours depending on what you ride in.  It's curvy and they drive kind of insane like most of SE Asia.  The bus is slower but you tend to have more space and not be crammed up against everyone like in the minivan.

You can go inner tubing and kayaking on the river in Vang Vieng.  For a couple bucks you can rent a motorcycle and go explore the caves in the hills or sit around and watch movies in every restaurant like most of the kids are doing.  

You can take boat rides on the Mekong up and down from Luang Prabang.  There are some popular caves upstream that people visit.
