Can you go into debt in Paypal?

I want to buy a dvd off ebay and it costs £20.99

In paypal I have £17 will I beable to buy this and go into debt? And it would it charge me?

No, you can't go into debt - if there are insufficient funds and they can't get them from your linked card or account then the transaction will be null and void and they will tell you.

No it should pay partly by your funds and the remainder from your bank or card

it will take the £3.99 out of your bank account - or any other account you have linked to paypal - there is no charge providing you have sufficent funds in the account linked to paypal (you could get charged by your bank for going overdrawn)
