Can you go to Tijuana w/out a passport right now?

My friend doesnt have one but is an American citizen ???? Does he need a visa?

Some uninformed guessing fools above.  I just got back this morning.  You don't need sh*t to get into Mexico.  You need to bring your birth cert (not birth registration) and driver's license to return by car or foot.  They are checking only licenses and  for fruit and also for  glass smoking devices upon return...Return line goes slow. ...minimum one hr at 11PM.

you need a passport.  I don't think birth certificates will suffice any more.  You can check at the court house to be sure.

Yes. Everyone entering Mexico now, for whatever reason will need a passport. It never used to be like that, but what are you gonna do. It can take a while to get a passport though, so get to it!!!
