The Freedom of speeach can never take you to prison, or penalise you by such formel Qs. & Answers.  Besides  if you plan to realy buy in a Public place, than it could be  an offence  under the prescribed laws of any country.  At the same time due to the stringent laws in few countries, even ONLINE dealing with Non-prescribed drugs-NARCOTICS-harmfull to  body and ,brain.  I am sure this is only a Question of supposition and not the reality?

No. I've said things like "I'd like to have all that money in the bank" but I was not arrested. however, if I go into the bank and attempt to steal the money then I will be arrested.

In some areas there are small misdemeanor offenses that prohibit the attempted use or possession of illegal drugs.  Though this would not be an offense in most places, some areas may have like a small city ordinance against trying to order drugs.  Most likely they would not even apply to you, however, because they usually do not have jurisdiction over internet sales.  Also, they probably would not result in any prison time and if they did it would be very short. (Around 1-30 days)  Just do not actually buy any and you will be fine.
