Yes, you can graduate high school without taking the SAT.

  

The SAT is used for college reference, they do not impact your high school education.  However, if you plan to go to college I would seriously consider taking the SAT. Although it would appear, now, that colleges do not use the SAT as the ultimate deciding factor anymore, they still use them but they tend to look at other things such as activities and grades more so.

Absolutely. Your SAT has no effect on your grades or graduation it is a performance test you take voluntarily. It used by colleges during admission decisions, you may need it to get into some colleges although not all colleges require it.
