If that is a little too expensive for you there are a lot of pretty decent resaturants with incredible views along the Great Coast Highway. The names escape me for some reason right now, I don't know why.

Very cozy and romantic Italian, with great traditional Italian food and excellent service: Frascati on Hyde Street in Russian Hill.

Romantic Gatsby chic in an old restored speakesy, nouvelle California cuisine and impeccable service, complete with a live jazz combo on the weekends:  Bix in the Jackson Square area.

Cozy and very romantic little french bistro that feels like a quick trip to Paris:  Cafe Claude near Union Square.

Exciting and exotic French Vietnamese fusion cuisine with a bit of an edge and the best house cocktails in town:  Bong Su in SoMa.

Best romantic view of the San Francisco Bay in town:  Greens at Fort Mason.  You can follow with a moonlight stroll on Marina Green.

you have to go fondue...usually they'll set you up in a small little booth and then you can share a little pot of chocolate.  dip desserts in them and you can feed some to your girlfriend and vice versa.
