Can you have a phone line for Internet only at a cheaper rate in Australia?

is there a conection for internet that can only be used for the internet, making the phone line cheaper for people who can't aford a regular phone line but who wants the internet to comunicate with family in australia victoria.

I use Magic Jack.  It cost $45.00 and you can call anywhere in the US and Canada.  If you want to make international calls.  Use two Magic Jacks.   Contact this person and they will explain it all to you.  There e-mail is   [e-mail].  They will send you there phone number and you can talk to them about it.  

I really like mine.  I call England all the time and it don't cost a cent.  I also call all over United States and it don't cost a cent.
