  1. While it is rare, yes, it is acceptable. Also, you can put in a headline "Questions raised about..."

    If you want to be more professional without the actual question mark be specific about the question asked if there is enough room.


  2. Absolutely. Once in a great while it can be very effective.

    Say you were doing a Saturday story on John Edwards (meaning, not the day the news broke). A headline of analysis could be: "What was Edwards thinking?" If it matched the story's tone, it could be very effective.
