Can you help me answer these questions I have about prepaid credit cards?

Do I need a bank account or credit card to use one?

your age is not important unless you plan to use it to buy certain items.

You do not need a bank account or credit card

You have to buy the card in person and pay with cash at any of the many places that sell these cards. Like walmart

fees....check this out...ask and read the booklet that comes with the card (however by the time you get the booklet you have already paid for it)  some cards charge a fee for each use, some charge a fee for each month and some charge a fee for not using the card.  A college friend used one of these cards to avoid carrying cash and over the summer she was charged a higher fee for each month it was not used.

In most cases you simply use up the card and throw it away.  You many have to draw out as much as you can at a teller machine and then buy some inexpensive necesities to come to zero.  

Probably can be used on paypal.

shop around there are some cards that do not charge any fees...

gift cards are prepaid and usually do not have a fee.  But ask first.

some cards can be recharged but becareful where you recharge them because if you switch "carriers" there may be fees.
