The best one out of a bad bunch would be Castro probably, he has tried to make life better for the people, i dont think with great success, but at least he tried.

for me i like Adolf Hitler&Joseph Stalin  cause both of them raise their country from mud to the top also i like Mao Zedong for the same reason and the common thing in those leader they was like their country so much and they wanted for their countries became the greatest but in different ways may be their ways  was wrong but they had a noble  goal

adolf hitler, he inspired his people and gave them hope, after that he did loose some of his supporters because of his principles, but his leadership qualities would have won him the 2nd world war if America hadn't joined. he knew how to get people under his power. the hitler youth were a good idea as it meant he could control children's thoughts and get them to spy on their parents, so no traitors could rise against him easily as he had spies everywhere. what he did wasn't good but he was a good leader.

I have to agree with the person before me.  When I think of a good leader, I think of someone who actually leads and not dictates.  So I would not pick any of them.

The answer is easy, although I'm sure that it is not what you want.  To pick one of these as the best leader of the bunch you would have to forgo the importance of individual freedoms.  None of them supported freedoms of the individual and to pick one would be to pick who is best among dictators.  Maybe there is some technical justification for such a pick but not any justification that has any meaning.
