It came out about a year ago, It was about some boy going to a new school or something and not really fitting in, but then he ends up giving advice and helping all the randomest people.

Are you talking about the movie "Accepted" with Justin Long?  He starts his own university.  It's a comedy.  Might be the one.

sounds like "the new guy" to me but that came out more then a year ago.

Is it 'Accepted'? From 2006 about a guy rejected from college who decides to start his own school and all kinds of misfits show up.
