With regards to which State?

Every State has their own WorkCover Authority and slightlty differering regulations.

Ie: NSW WorkCover

Queensland WorkCover

Queensland appears to be the only State with anything specifically listed as being an "ADvisory Standard" for excavation.

Though that link no longer works you can try emailing them for the current pdf file on the standard. Most times though with Australian Standards etc you'll have to pay a fee as they're copyrighted documents.
