Can you help me find the correct reference for this quote by W. Edwards Deming (1986)?

"Rely on the Doctrine what poor quality is flatly unacceptable. Defective materials, workmanship, products and service will not be tolerated."

W. Edwards Deming, 1986.

I copied it from a lecture and am using it as a sweeping statement. Unfortunately it was a guest speaker & I can't find the book/article it comes from. On this occasion, I am also prepared to use a secondry reference.

I'm almost sure it refers to Total Quality Management  - the theme.  It started in the Toyota Company in Japan and was a movement to allow the individual the power to say when something was not done right, even stopping the assembly line if necessary.  The worker took ownership and the company backed him.
