  1. Depends on the type of fish.  Since it's in a bowl, I would guess Betta or goldfish.  This is normal for either, especially the Betta.  Bettas should be kept in at least 2 gallon tanks with heaters.  It's difficult to keep the temp constant in this small a container though, so I'd recommend 5 gallons.

Goldfish need a much larger tank.  At least 20 gallons, but preferrably 30 for one goldfish.

If it spends all it's time breathing at the surface, then the water needs to be changed, about 25%.  Make sure it's aged for a day, or treated for chlorine.  This should be done every other day for a bowl, once a week for larger tanks.

Cleaning the tank at the same time is important.  Using a syphon/hose, simply syphon the gunk from the bottom of the container.

  2. If you have not already put in some live plants this will oxygenate the water and we shouldn't stay at the top of the tank, or get an air pump which will also add bubbles in the tank

    hope this helps

  3. If you see onlly his mouth then he's gulping in air. If you see its whole body then he has swiming bladder disease and its too late to treat it. To treat it cook a pea peel its skin mash it and feed it to him.
