Can you help me with this puzzling 2 PART question?

I heard people say that you cannot ask for stars but you can star a question to share with others....So why don't people like to share and why can't I remind them to share by asking for stars? Some people do but I try not to be removed or deleted....Second part why don't people like to select best answer for their own questions this is truly puzzling to me can you assist with answers? Please?

first part of ur question is IDK. i should probably do it more often than i do, but i usually dont.

second part is i try to, but i have hard time remembering ive asked a question or i dont have the time to get back to it before my time for my question is up.

I just think people forget most times to star and to give their answers best answers. Not everyone is always on here often i haven't put a single one to voting though cause i'm here at least every other day.
