You are not a "who" when you are born. You are blank slate.

You should ask, "can you help being the person you are raised to be?"  The answer is yes and no.  Certain aspects of the personality are genetically predisposed, certain aspects are deeply learned behavior, and certain aspects we choose ourselves.

One can't control who they are born to but can control who they become. Family and upbringing is no excuse for having problems.
