Can you identify this flying insect

..even though it does not look like in a condition to fly.

A latin name would be appreciated.

  1. It looks like a type of ichneumon wasp. I'm not sure of the exact type though.


  2. It is one of the thread-waisted wasp.  Some of these species are responsible for plant galls, particularly in woody vegetation.

    Ichneumonidae *family*  you would likely need a specialist (with a book) to get to species.
