  1. No, if you are going past the 12 mile checkpoint into Mexico, you must get a car permit at the customs office in the first town as you cross the border.  You will not be allowed through the checkpoint without a car permit.

  3. Just a bit of advice, you can pass threw the border without a permit, but I would highly not advise it, especially going to Monterrey. Between Reynosa and Monterrey alone there are two checkpoints you must pass threw, and many more before hand. Monterrey is very particular about who goes in and out of the city. And please be careful. I have traveled all threw out Mexico and Monterrey is the ONLY place I did not like. It was to dangerous and the people were not friendly at all. If driving straight through, don't make a stop. Reynosa, Garcia, Juarez, and Guadalupe around Monterrey are all great places, just not Monterrey itself.
